LSJ: Purposefully draw out a block attempt?

Hi. I have had some problems discussing timing and resolving with people. In general, when the acting Methuselah has decided that she is finished declaring the action, she should signal so with "do you block?" or somesuch. The DI can be played immediately. Block attempts/reactions should be held until such a declaration (by 1.6.1.6)" What is 1.6.1.6? Is that from a old rulebook? And that is "purposefully draw out a block attempt or a reaction card"? I find this "do you block?" absolutelly essential. Likewise I wait to see if someone Suddens my masters and so on. I think this part of the game is very hard to explain to newbies.

To fake a pause so as to see if anyone is "drawn offsides" to block or react early so that the player may use this extra info to decide on playing other "as announced" effects or not.
