Can you play Freak Drive before the action and after blocks.
In particular, If a Political Action is successful, can the
methuselah play the Freak Drive and redraw before tallying
the votes and beginning the Political Action?

No. Freak Drive is played after the action. At normal, only if the
action was succesful, at super, even if the action was blocked, but
always after the action.

No. "Before the action", there is no action to modify.
"Before the action" means before you tap and play the PA
card.
Freak Drive is played after a successful action (inferior), which
includes the resolution of the action.

So, if I've got this correct, Freak Drive is played *before* the combat
resulting from a successful Bum's Rush (since a successful rush action is
complete before the combat begins) but (at superior) *after* the combat
resulting from a block of an action (since the combat resulting from a block
is part of the action resolution).

Just the opposite.
It is played after the successful resolution of the action (inferior),
and can be played when the action is blocked, before the block-induced
combat, at superior.
Combat is the resolution of a Bum's Rush. So Freak Drive would be
played after that combat (i.e., after resolution).
But combat resulting from a block occurs after the block, not as
a part of it. And superior Freak Drive is played *immediately* after
the block.

Er, but I thought you couldn't Form of Mist a successful Bum's Rush because
the action was alreday complete. Did I misinterpret that?

No. Here's the breakdown of most actions:
1. Announce action (tap acting minion, play card if any)
2. Resolve all block attempts. After successful block: resolve combat
3. If unblocked, resolve action.
4. <End Action>
"Resolve Action" in the case of Bum's Rush is the combat with
the target minion.
If Form of Mist is played during that time (which it cannot be,
since it gives the acting minion unneeded stealth), then the action
continues. The next step is: End Action, so the action ends.
Form of Mist on a block-combat simply moves on to the next
block attempt phase (and then to the "Resolve Action" if
no more blocks are successful).
