Neither Angie nor Andrea could block. Burt assumes all "acting vampire"
priviledges with the Mask1K.

Yes, Burt may attempt to block, but he starts with zero intercept (normally)
and gains no benifit from any reaction cards that Bill played.

#1. If vampire Arnie tries to bleed methuselah Sara, and Sara's vampire
Bill tries to block Arnie but fails due to an added stealth, can
another of Sara's vampires, Burt try to block? I.e. after a block has
been unsuccesful?
#2. If vampire Bill tries to bleed and Seduces vamp Angie, then plays Mask of
a 1000 faces, and becomes vamp Burt, can Burt now seduce vamp Andrea?
Will both Angie and Andrea be unable to block Burt or will Angie be
in love with Bill and therefore kick Burts sorry butt?

Yes, but Arnie still has all the added stealth he used to get past Bill.
