My pals and I where puzzled by those two situations...
If you are in an Immortal grapple, do the Sengir Dagger or Femur
of Toomler still have their effects?
And is Hidden Lurker a blockable action? If so, does the blocker have
a strike on the first round?

No. These are weapons and using them is not a hand strike. (He's got
your hands, so neither of you can grab any weapons.)

In fact, it's not even an action. This has errata; it's now an action
modifier.

Correct. Full errataed card text:
Hidden Lurker. Action Modifier. Obfuscate.
Usable only by an untapped vampire other than the acting minion after the
acting minion is blocked and combat is over. Tap this vampire. This
vampire now enters combat with the blocking minion. The first round of
combat, the blocking minion cannot use any strikes.
Superior: As above, but with an optional press.

Hidden Lurker is an action, and therefore blockable(happens in my group
almost every time it is used). If blocked, the blockers has an action the
first round. My question is can anyone block this (I think so, after all,
it's not directed, but I've been wrong before.)

Well, considering it's been errataed to an action modifier, I doubt it.

Unfortunately no. Immortal Grapple says 'only hand strikes may be
used..' and the Sengir Dagger and The Femur of Toomler are melee
weapons, which do 'melee weapon' strikes, and hence may not be used
while being immortally grappled. You can add to melee weapons damage
with cards like undead strength, but that would increase the 'hand
damage' from the strike not change it into a 'hand strike'. If you feel
thats pretty lawyer-ish, thats because it is.

Hidden Lurker is in fact now an Action Modifer card. the errata for VTES
features this and can be found at the Rulemonger's homepage.
