action is blocked. That vamps Freak Drives cam he now play Scouting Mission.

Yes he can. Whether or not he is blocked he can do all four of the
following each and every turn assuming an endless supply of Freak Drive,
superior Dominate, and Superior Presence:
Govern the Unaligned, Scouting Mission, Fourth Tradition, Enchant Kindred
and any cards designed in the future that have the same effect.
There is no action type defined called "Move blood to an uncontrolled
vampire." Because there is not, you may take multiple different actions to do
so as long as you have the appropriate skills/titles.
Reminder, you may not play an action card of the same name twice in a round
even if it grants different actions at inferior and superior.

Is there a list somewhere of the "defined action types"? Or can you list them out
if there aren't many? It would be handy to know which are allowed and which
aren't.

From the Standard DCI Floor Rules:
2.5.1 No Repeat Actions
A given minion may not repeat an action, by action type, in a single turn.
The defined "action types" are: bleed, hunt, equip, employ retainer, recruit
ally, political action, leave torpor, rescue a vampire from torpor, and
diablerize a vampire in torpor.
If an action card is used to perform one of these actions, that action is

What happens when a vamp with zero blood hunts, untaps and has zero again.
Which rule is effective, the NRA or the rule that an empty vamp can and
must hunt as his only action.
Also, does the rule mean "repeat action" or "repeat to attempt an action"?
Could you please state the current ruling, LSJ, it's an important question
for our regular league.

The rules do not conflict, so both are effective. From the rulebook:
6.1.2. Hunt (+1 stealth)
Any time during a Methuselah's minion phase that one of her ready untapped
vampires is empty (and not otherwise prohibited from hunting), he must hunt
immediately, before any other action is taken by any minion.
An empty ready vampire can take no action other than "hunt", however, so the
empty vampire is "stuck" and simply remains untapped.

Those two phrases are the same.
The rule means "repeat action" rather than "repeat successful action".

I think the reason for that is that all the 'defined action types'
are the ones that were described in the original rulebook. No action
that is created only by an action card (eg Bum's Rush, superior Govern
the Unaligned, Ritual Challenge) is considered to be part of a 'defined
action type'.
(the only non-cardless actions that were described in the rulebook were
presumably defined because the cards required to perform them are
not self-explanatory action cards - recruit ally, employ retainer,
equip, political action.)

So a vamp may not try a second action of the same type, if he already
*tried* (not necessarily successful) the type of action?
