Only usable during a political action. Usable by a tapped vampire.
Title.
Put this card on this [x] to represent the unique Laibon title of [x]
Kholo (worth 2 votes). Not usable if there are any older ready untitled
[x]. Whenever this vampire is not a ready [x] or there is an older
ready untitled [x], move this card to (one of) the oldest ready
untitled [x] (if any).
A few questions about these cards:
If a Laibon vampire with one of these cards changes its clan but not
its sect and there are no other vampires of [x] clan in play, does the
vampire retain the use of the title?
More generally, now that vote cards are placeholders for titles: if a
vampire loses the use of a sect- or clan-dependent title because of a
change in sect or clan, is the title card burned? Or does that only
happen when a vampire gains another title or is stripped of a title via
Command of the Harpies or the like?

LSJ has stated elsewhere that the Kholo titles are clan-specific, so
they would not retain the use. (The title being 'Ishtarri Kholo', not
'Kholo' for instance.)

Ok, after looking through at Justicar and Praxis Seizures and such,
here's what I'm thinking...
If the vampire changes clans, it loses the title, because it's a
clan-dependant title, but it's only a sect-dependant action, so if it
were to change sects without losing it's clan, I don't believe it would
lose the title.
Also, as I read it, if you lose the title, no matter how, you burn the
card.
Now to wait on LSJ to find out if I'm right or not.

Well, I stated elsewhere that the rulebook specified that Kholo is
a clan-specific title, yeah. [10.3].

The title card remains while the title is inert.
The title card is burned when the title is lost.
The title card behaves much the way that intuition would suggest (and
in the way that most players had used Praxes cards in the past).

Does that mean that the title stays EVEN if the vampire changes sects,
just that it's inactive? Is it re-activated when the vampire "returns"
to the sect?
For example:
Ox calls a Crusade and gets it passed.
Ox decides that he wants to be Camarilla, so an Out of the Frying Pan
master is played on him, and the Archbishop title becomes inert.
Ox now calls a Praxis and it passes.
Granted that no titles contest, does Ox now have the ability to vote as
a Prince or Archbishop, depending on his current sect? Can he switch
between sects (via OotFP, ItF, etc) and vote as a titled vampire of
that sect?
