You guess it. What follows up is a rewording for the shadow twin deck, but taking advantage that Lucita IS independent. Pass the free states with the Power structure, and Gratiano (He only gets one vote in the prisci subreferendum, right? so the prisci block votes are still 3 votes towards this referendum) Several governs to beam up lots of minions, and a go. Zoning board is great for this deck, either to remove hunting grounds or secure havens. Too many masters perhaps? My experience with decks that rely criptic missions/shadow twins had proven that most of them are really necessary or usefull.

Free States Rant makes titles worth 1 less vote. So Gratiano's vote *as a Priscus* is reduced by 1, to zero. Gratiano's additional vote is *not* a title, nor related to his title. (Even if he's made into an Archbishop or Regent or similar, he can still cast it. Even if he changes clan/sect.) So that is still worth 1 vote in the Prisci sub-referendum. The Prisci block vote does not come from a title itself. But with the number of minions this deck can put in play, the ammount of total actions shall be affordable (38 total actions, 8 of them bleed actions). Another variant should be replacing the 2 zoning boards for 2 kine dominance to steal those locations that screw this deck. [ quoted text not captured ]

If you use it, you are free to cast the votes you gain in the main referendum in the main referendum. (card text) Likewise Surprise Influence. It's more or less the same deck, but tweaking a bit more pool gain with more ConBoon and replacing all oubliettes for darkness within. Added a few shadow strikes, as their superior is an aid from bats, and grants an additional maneuver. Also, see that non-titled vamps are eager to turno into anarchs, so they may also call the free stakes vote, if lucita's don't show up on initial crypt. Tobias is as good as lucita calling the vote, as should be both Talley and Aurora with a sanguine instruction. And a 4 blood FSR is a fair amount. For this facts, has dropped a copy of Lucita for another copy of gratiano, as his votes might come really handy.
