card text says:
Master: unique location. When this card is played or the controller of
this card changes, the controller chooses a vampire in his or her
uncontrolled region. For each blood counter you transfer to the chosen
vampire during your influence phase, move one counter from the blood
bank to the Tomb. At the end of your influence phase, if the total
number of counters on the chosen vampire and on the Tomb equals or
exceeds that vampire's capacity, you may move the vampire to the ready
region. Burn this card (and the counters on it) when this vampire
leaves the uncontrolled region.
So, can the following be done ?
You have information Highway in play.
You play Tomb of Rameses and you choose a 11 cap vampire, you make 4
transfers, you move 4 blood counters from the blood bank to the Tomb
and take 1 back, so you have 3 blood on the vamp and 4 counters on the
Tomb, next turn you take 2 back (card text doesnot say that if you
make x tranfers back to your pool, remove x counters from the Tomb)
and make 2 transfers, so you have 3 blood on the vamp and 6 on the
tomb. Next turn you take the 3 back. Finally, next turn you make 3
transfers and take 1 back. So you have a 11cap vampire influenced in 4
turns with a total cost of 5 pool and with 2 blood on him/her. Time
for the juicy Giant's Blood, Renewed Vigor, e.t.c.
Can this be done ????
even if this is possible, i know that it takes a lot of time, but if
you already have 3 vampires in play, why not toy with Tomb to get the
11cap monster out with a petty 5 pool cost ?
Even better if you have a Church of the Order of St. Blaise in play.
An additional counter added to Tomb every turn!

So is the following possible ?
You have Information Highway in play.
1st turn: you play Tomb and choose a 11cap vampire. You make 4
transfers and move 4 counters to the tomb, you take 1 transfer back to
your pool (card text doesnot seem to say that if you make X
back-transfers to your pool, remove X counters from the Tomb), so you
have 3 blood on the vamp and 4 counters on the tomb. 2nd turn: you
make 2 transfers and take them back, so you end up with 3 blood on the
vamp and 6 counters on the Tomb. 3rd turn: you make 2 transfers and
take 2 back, so you have just influenced a 11cap vampire with a pool
cost of 6 in just 3 turns. If you kept doing this for more turns, you
could have reduced the total cost even more.
i know that even if this this possible, it takes a lot of turns. BUT
if you already have 3 vamps, why not toy with the Tomb for some turns
and get a 11cap monster in 4 turns with a total cost of 5 pool and
then play the juicy Giant's Blood, Renewed vigor, e.t.c.
You can also empower the Tomb by adding counters using the "Church of
the Order of St. Blaise"!!! an additional counter each turn!
what do you think ?

Sure (though it's probably better to bring them out on the third turn
with 3 blood for 6 pool)).

I always thought that "For each blood counter you transfer TO the
chosen vampire during your influence phase, move one counter from the
blood bank to the Tomb" would imply otherwise - so when you're
transferring back FROM the vampire to your pool, the Tomb does not get
any counters.
So I'm wrong on that?

No, you just read his description poorly. The Tomb was only gaining
counters when he transferred to the vampire, he simply transferred back so
that he could transfer to some more.

I think you would have loved the original Tomb.
