Under the DCI tournament rules, the "No Repeat Action" rule applies,
correct. If you are using that rule, then a given minion cannot
use Force of Will to bleed a second time in the same turn, correct.

Bloodhunts do not restrict voting to "table votes".
The restriction is only against reaction cards and action modifiers,
since there is no action to modify or react to.
The Edge (and political action cards) can be burned for votes as
normal. [6.5.6]
