It still does. Any "same action" is the same action type. So the normal GtU is a GtU action and a bleed action. It prohibits playing any action card twice by card name. First sentence, second paragraph. Under the tournament rules, you may not take an action provided by a card more than once per turn, regardless of the results of the action. Therefore, in a VEKN tournament, you may not Govern at basic, untap, and Govern at superior, on the same turn. Note: Bum's Rush is its own type by card name (so all Bum's Rushes are the same type, but are different from the "Ambush" type). However, non-typed actions allowed by cards in play (like Haven Uncovered) are types of their own, by the specific instance of the card in play. But the fact remains that the NRA prevents a minion from taking the same action (in addition to preventing him from taking another action of the same type).
