Combat Question

This question concerns cards like IR Goggles and the terms "per" and "each." Now, by my reading, IR Goggles says it gives you one maneuver each combat. In other words, if my vamp enters combat, he gets one maneuver, even if the combat is pressed for 2, 3, 150 more rounds. All he gets is one maneuver from IR Goggles. We have a player who says that the wording varies (and I'm guessing on these, since I don't have my cards handy), such that the Sawed-Off Shotgun says, "Only useable once each combat," while the Goggles say "One maneuver per combat." He says that the "per" would give you a maneuver each *round*. I say that "per" and "each" don't matter. If it says "combat," then you get it once per combat. If it says "round," then you get another one every round. I suppose what we need here is an official ruling. Hey, Tom... -- He did not wear his scarlet coat, | a-Henh! A Shotgun can only be used once in a combat. IR Goggles can only be used once in a combat. The fact that one says "each" and the other says "per" is irrelevant. If it says What language is your friend speaking? Per and each are synonymous. 2: with respect to every member of a specified group: for each. If I walk 1 mile "per" hour, does that mean I move 1 mile each minute? Unlikely.
