While it has been ruled on (not usable during combat), I think it still
raises issues of clarity on exact timing effects in the game. (see below)

While officially, they are already tapped, what does it mean when you want
to tap them on their turn?
Tim declares he wants to bleed with Smudge. Alex wants to tap Smudge
but can't (current Meth goes first). Alex then wants to tap Dimple.
Tim acts with Dimple (current Meth goes first).
I believe this to be the case...

If you can, what does this mean? You act, they say they want to block,
you say "Ah, Ah, Ah. I'm the current Methuselah, I do my things first.
Tap it." Is this good, or is it even what is intended.
If it doesn't work as above (as I believe is current), does the game then
become a race to say what you are doing before the other person can think.
That is the current alternative.

All of this is a bit murky. IMHO, the easiest way to fix all of the
timing issues (and rerule Heidelburg to subsume it under this ruling), is
to make it something akin to:
Effects from permanents may be played between actions, or as directed in
explicit card text.
