I should know this, but... The acting vampire has to declare its strike first. Does that include any strike modifiers, or only the base strike? i.e. If I'm blocking some vamp with protean and he chooses a hand strike, do I have to worry about him playing wolf claws after I choose some strike other than dodge?

Yes. If you are blocking a vampire with Protean and you don't dodge his hand strike, don't be surprised if he pops his claws just before strike resolution. In that situation it is usually best to dodge if you can't get out to range. Doug Dunaway
