No. Uncontrolled vampires with blood equaly to their capacities are only
moved from the Uncontrolled Region to the Ready Region "at the end of your
influence phase." [1.5.2], [7]

to a particular Methuselah (or otherwise exclude your grand predator),
your grand predator is not immune.

Directed actions target whomever they target. You do not determine the available
targets after deciding if the action is directed - you must know the target in
order to classify the action as directed or undirected. [6.2.2.1]
All actions specify the available targets. In your case (Arson), the available
targets are all controlled locations.
Some actions, like Computer Hacking, identify the available target(s)
implicitly by relying on the rulebook rules for certain actions. Since (for
the Computer Hacking case) a bleed is directed at one's prey by default, the
card need not restate this. [6.1.6]

No. It is not an action, and the ability doesn't say that she must tap to
use it, so she doesn't tap to use it.
