Only non-Caitiff vampires belong to clans, so Backways cannot help

No. You can only provide presses (of any kind) for combats you're
involved in. So you can't use Police Department on random combats, either.

Can Backways give +1 stealth to a gangrel ally like renegade guru or just
to gangrel vamps ??

If someone Computer hacks with a laptop computer is this a bleed for 3 or

The computer doesn't hack. The minion hacks with the computer. The laptop
ostensibly gives the hacker sufficient leverage to add one more to the
bleed, so the sum total of 3 is correct.

According to current DTR rulings , if you own mob connections , and one of
your minions isnt involved in the combat , you cant use the MC
