It came up in a game (Governing at Sup to a low cap vamp) that the vampir ehad way more blood then capacity at the influence phase. Eveyone knows that the blood in excess of capacity drains off, but to where? 2 people playing said it went to the methusalah's pool. The Sabbat War rulebook says "counters in excess of his capacity drain off immediately as usual." p. 49 Isn't as usual to the blood bank?

An uncontrolled vampire with blood counters equal to or exceeding its capacity must be moved to the controlled area at the end of its controller's next influence phase, at which time any blood in excess of capacity drains off to the blood bank. Before ending your influence phase, however, you can spend transfers to move blood off the overfull vampire to your pool. Is there however an obligation to remove those blood counters, even if you don't intend to bring the vampire into the controlled region? Even if there is an obligation, its kind of hard to play this without everyone verifying who it is... people have to trust you that yes he/she is younger than the acting vampire, and yes the blood on him/her is less than its full capacity. Calling over a 'judge' doesn't seem like an adequate measure to fix this. I've always played this one on trust as it really is too much of a hassle not to.
