Spying mission v Deflections?

Minion bleeds, is not blocked, plays a spying mission instead of bleeding. Same minion later bleeds the same meth, who declines to block. Must the Meth being bled declare reactions if any before the spying mission is burnt for +2 bleed? Or can he deflect the bleed after that? T

Can they Spying Mission me if I don't block (assuming a bleed of 1)?
