Does Josef's special count as 'using a discard phase action to discard
a card', since CT doesn't specify -whose- card must be getting
discarded, and thus cost Josef's controller a pool to use if CT is in
play?

Well LSJ answered positive to this question:
"If I tap my Powerbase LA to use Josef's ability, and the card my
prey
discards at random is a card that requires an anarch, can I untap an
anarch?"
So it would seem that Josef's controller would take the penalty.

How is that so? With Josef, you clearly use your own discard phase
action to discard a card (from someone else's hand). So according to
card text on Cam. Threat, controller of Josef "must pay an additional
pool to use a discard phase action to discard a card". Or am I reading
it wrong?
