If one of my vamps uses Drawing out the Beast, and no other damage is
dealt during the round, can I use Pulled Fangs on the opposing vampire
(assuming that the combat occured at close range)?
More generally, I'm not quite sure I understand the way that the timing
on these two cards really works.

Yes.

They are both end-of-round effects, so can be done in either order.
('Course, Fangs can't be played in the example before DotB deals
its damage, so the order isn't so flexible).

This sounds awfully sketchy to me. I always thought the rulings on Pulled
Fangs were that it only counts damage the vampire itself actually inflicts,
ie damage the vampire inflicts through damage-dealing strikes. I know I've
seen rulings that it doesn't count, for example, retainers. Was I incorrect
in thinking that it also doesn't count, for example, Drawing out the Beast
and Carrion Crows?
Also, DotB says (on my Jyhad copy) that "opposing vampire suffers 1 damage
after each round, which cannot be prevented." To me, the "after" each round
indicates that the damage occurs after the round has actually ended, which
is too late for a Pulled Fangs to be played in that round, based on only
the DotB damage.

are not the same. The ruling on Pulled Fangs has always been the former.

It would count both of these.

It (DotB damage) has been ruled to happen "at the end of the round".
