What am I missing about graft counters re: Dr. Morrow, the Skindoctor?

This might be a foolish newb question but why do I want my allies to have -1 stealth? Are there other cards that use graft counters for something? Thats probably it.

And actually, the "as a (D) action" doesn't affect whom you can target at all, it just tells you that it is an action, and that the action would typically be a directed action. The set of targets is always given by the description of the action, and is independent of the presence or absence of a (D) symbol.
