(similarly to the pre-third-edition wording of Visit from the Capuchin) That is, if I play Dragonbound while Hagar is untapped, can I replace it when my turn ends (effectively immediately)?

OK, but how is "on your turn" defined? Does it mean on *this* turn, or does it mean if a card was ever played on my turn? I play Blood Weakens. "Do not replace until a vampire commits diablerie." No vampire commits diablerie before my next turn, and Hagar is never tapped before my next turn. On my next turn, one of my vampires commits diablerie, while Hagar is still untapped. It is my turn, and a card I played on my (previous) turn is about to be Replaced. Do I replace it now, or do I have to wait until Hagar's conditions are met?

The question is asking: Does Hagar care if the card was played: * during this turn, which happens to be your turn? or * during any of your turns, but hasn't been replaced yet due to some multi-turn restriction (and it happens to be your turn again when the replacement would occur)? Obviously, from the rest of your answer, the answer is the first one.

Since there's nothing concerning cards that would go out of your hand without being played, is it correct to assume that a weapon put in play via Concealed Weapon / Disguised Weapon; or a card put on Storage Annex are immediately replaced, independetly of wether Hagar is tapped or not ?
