While flipping through cards I noticed that Infernal Ruins of Charizel doesn't have the "Not for Legal Play" text at the bottom which raises the question: Are the Infernal Ruins of Charizel allowed to be played in a legal deck?

There was a whole deck of cards with slightly different names than regular cards, which was used during the Nergal storyline. The OP is referring to one of those cards. John Eno
