Clandestine Contract NRA Q - LSJ

Hi, Is the action to *play* Clandestine Contract a different action from using the "may enter combat with the vampire with this card" ability (for NRA purposes)? That is, could you play CC on a vamp, beat him a bit, untap, and then take another action to attack him again with the CC ability?
