Could someone please explain this part of the text, "The first round of
this combat, the blocking minion cannot use any strikes." Does it mean:
a) The blocking minion cannot strike at all.
b) The blocking minion cannot use strike cards (eg Undead Strength), but
may use hand damage and its modifiers (eg 'Claws').
c) The blocking minion can only strike with plain ol' ordinary hands.

It means a) the blocking minion cannot strike at all in the first round of
the new combat. It can manuever and play damage prevention cards, and
presses during the first round.
Note that this is the same for Fast Reaction (an auspex reaction card that
reverses the situation. an additional vamp from the blocking Meth goes
into combat with the acting vamp and the acting vamp gets no strike the
first round.)

it seems fairly intuitive. it means, 'the first round of this combat,
the blocking minion cannot use any strikes.' hands, guns, combat ends, or
farting in your general direction. no strikes. this leaves us with your
option

which is correct. btw, hidden lurker has been errata'd to be an action
modifier, not an action. it doesn't seem to affect its play very much
(except that, as an action, it could be blocked and so forth, which it
cannot be as a modifier).

No strikes whatsoever (Answer A). Also, the card is printed as an
action (which could be blocked). Tom Wylie (the WotC Net.Rep) has
issued errata that the card should be an action modifier:
Hidden Lurker (action mod) -
Usable by an untapped vapire other than the acting minion, imeediately
after the acting minion has been blocked and combat is comlpeted. This
vampire now enters combat with the blocking minion. The first round of
combat, the blocking minion may not use any strikes. Tap this reacting
vampire.
