The cards were designed (so Tom says) with the understanding that Out-of-Turn was to follow the English definition of Out-of-Turn, as in "whenever appropriate" Major Boon on your own turn is no more unbalancing than superior spying mission (on your own turn). Sudden Reversal is needed on your own turn. And some cards (like Frenzy) are obviously to be used on your own turn. (Why would a Methuselah whose turn it was be somehow less capable of monitoring the combats of his minions?) It is not a BadThing, just different. -- ----- L. I've heard secondhand that Garfield said Oot Masters were to be played as you say (I've a photocopy of the big G's signature as verification). The decision changed during the initial design and playtest of the game, which should not be at all surprising. Things change during initial playtest all the time. The rulebook, sadly, doesn't reflect this well, but it was true by the time the game was released that out-of-turn masters could not be played during your turn.
