Not exactly.
The steals happens simultaneously, so after the steals neither vampire
is over capacity, so neither vampire has any blood drain off.
If one (A) steals a blood and the other (B) strike with hands for one damage,
the results are as follows:
The strikes resolve simultaneously:
(A) gains one blood and receives one damage.
Now (A) is over his capacity, so the one blood drains off.
He still has a point of damage to handle, so he does:
(A) burns one blood to heal the point of damage.
