[LSJ] Playing Resilience and Diversion

I know that Apparition can be played at any time during combat. Is that because the card text says "Prevent up to..." instead of the usual "Prevent..."? If so does that mean that Resilience[sup] and Diversion can also be played at any time during combat as they have the same card text? I know it doesn't say "up to" on the Resilience card but it's been added to the card text on the WW site: http://www.white-wolf.com/vtes/Cardlist_R.html#Resilience Chris.

Apparition can be played at any time because it says "..each round." It's a possible-future condition, you can play it when there is no damage to prevent.

In the same context, am I correct that you can play inferior Skin of Night whenever you want and superior only if there's actual damage to prevent?

Resilience has a flat "Prevent 3 non-aggravated damage" text. Is it possible to prevent only two points of damage with it, even if there is more damage inflicted upon the minion playing it? If there were a card that said "gain up to 2 maneuvers" I would expect it could be played even if you weren't going to use either of them, and that it could be played before the maneuver step, as well. So it would in a way make sense that you could "prevent 0 damage" any time you wanted to. I also wouldn't be terribly surprised if the ruling were that you can only play damage prevention when there is damage to prevent, though, even if you're preventing 0. Josh repeat as necessary

Well, that's a decree, not a reason, but OK. :-) If there is 1 damage to prevent, can you play Resilience at superior to prevent 0 of it, and then play another card to prevent the 1? If not, why not, by comparison to other cards using the phrasing "up to" for which 0 appears to be a legal choice? If there is a hand strike for 0 (with Disarm for example), can you play Resilience at superior to prevent the 0? If not, that's presumably because there is "no damage" to prevent, but if you can use a damage prevention card to prevent "no damage", it seems strange that you can't use it against a "no damage" strike. If the desire is for damage prevention cards to only be usable to prevent natural numbers of damage, perhaps a better wording for them would be, for example, "Prevent 1, 2, or 3 non-aggravated damage" (for superior Resilience); "Prevent 1 or 2 damage" (for Diversion); "Prevent 1 or 2 non-aggravated damage" (for Soak), etc. It wouldn't take up that much more space on the cards.
