Disarm/Pulled Fangs Q (LSJ?)

Disarm has the limiting text "not usable by a vampire going into torpor". Is it usable by a vampire being burned? From one point of view, a vampire being burned in combat is already burned and therefore unable to play any cards when the round is ending, but then again, there could be effects that would save him from being burned. Is it usable by a dying ally? Pulled Fangs actually has text saying "not usable by a dying ally or a vampire going into torpor" which implies that without such text it would be usable by a dying ally... and if by a dying ally, why not by a dying vampire? thanks, Josh weird questions that have apparently weirdly not been answered before
