Jyhad: Maddness Network

The text of Maddness Network says that after any Methusela has completed the actions of his or her turn, any untapped Malkavian can take an action. I need two clarifications, first, does this mean that if one Meth has played the Network all Malkavians in the game can take advantage of it?(I assume yes) Second, does this mean that only one of my Malkavians can use it in any turn? Or can I use all the untapped Malkavians I have after someone else has just finished their actions? There exists some dispute about this in the circle I play with. Thanks... -Dave@rain.org
