Are these strikes usable at long range? My guess, no.
When does the effect of the strike occur? During strike resolution,
before or after damage?

Correct. They don't say "ranged" or do "R" damage, so they
are not effective at long range.

The strike's effect (like all strikes' effects) is applied when the
strike resolves. This is simultaneous with non-First-Strike damage
dealing strikes (or damage dealing effects like Wolf Companion).
Blood is not spent to heal damage (or prevent destruction) until
immediately after the strikes' effects are applied (when the victim
of Coma or Entombent is already in Torpor).

so, by this, strike: combat ends (majesty, earth meld, etc) have no
effect at long range?

This ruling is for strikes which affect the opposing minion or
cards on the opposing minion (The "these strikes" in the question.)
S:CE and S:Dodge are effective at close or long range.
