I think all other cards that can make vampires into Anarchs have the text "non-titled" on them. However, Jack Drake's ability doesn't mention non-titled vampires, so can his special be used to make a younger titled vampire (eg. Pug Jackson or Ira Rivers) an anarch? His card text: "When you put a younger vampire in play from your uncontrolled region, that vampire may burn a blood to become anarch."

[obt] Only usable when an action is blocked. The blocking minion burns 2 blood or life (before combat, if any). [pot] +1 bleed. [pre] +1 bleed, or +1 bleed and +1 stealth. You cannot play another action modifier to increase this bleed amount. Hell-for-Leather Type: Combat Requires: anarch Animalism/Celerity/Obtenebration Requires an anarch. I would hardly consider the [obt] worthless ... Now combine with Fame .. and Tension ... and Contracts ... Also Power of One gives Kashan Bonding, at either level.
