However, Jack Drake's ability doesn't mention non-titled vampires, so
can his special be used to make a younger titled vampire (eg. Pug
Jackson or Ira Rivers) an anarch?
His card text: "When you put a younger vampire in play from your
uncontrolled region, that vampire may burn a blood to become anarch."

Depends on what you're doing with him, I suppose ... if you're
torporizing/burning vampires, I'll direct your attention to:
Power of One
Type: Action Modifier
Requires: anarch Obtenebration/Potence/Presence
Cost: 1 blood
Requires an anarch.
[obt] Only usable when an action is blocked. The blocking minion burns
2 blood or life (before combat, if any).
[pot] +1 bleed.
[pre] +1 bleed, or +1 bleed and +1 stealth. You cannot play another
action modifier to increase this bleed amount.
Hell-for-Leather
Type: Combat
Requires: anarch Animalism/Celerity/Obtenebration
Requires an anarch. Only one Hell-for-Leather may be played at a given
Discipline each combat.
[ani] Strike: dodge, with an additional strike.
[cel] Additional strike (that doesn't count against the limit).
[obt] Play if this anarch is ready and the opposing minion is not. The
opposing minion's controller burns 2 pool.
So you could burn 2 blood off your opponent before combat even starts
(if you get blocked, of course), get a free additional strike to
assist you in putting the opposing minion down, then make your
opponent burn 2 pool at the end of it all. I would hardly consider the
[obt] worthless ... Now combine with Fame .. and Tension ... and
Contracts ...
Also Power of One gives Kashan Bonding, at either level. Of course, it
all comes down to making him an Anarch in the first place.

CEL POT tha pre and this is only sensible way [as anarch secesion is
subpar imo]
so crime could be used at tha [jack] and qui [kashan] - sounds like
they both can play undue influence [qui/pre] and power of one [pre/
obt] and hell for leather [cel/obt]
