Question re: Jack Drake

I think all other cards that can make vampires into Anarchs have the text "non-titled" on them. However, Jack Drake's ability doesn't mention non-titled vampires, so can his special be used to make a younger titled vampire (eg. Pug Jackson or Ira Rivers) an anarch? His card text: "When you put a younger vampire in play from your uncontrolled region, that vampire may burn a blood to become anarch."

cool, maybe Kashan will be usable - he can use the power card [crime...] on quietus level and have vote too :> and CELERITY and PRESENCE [and obt, but it seems to be worthless]
