2 things.
1st) vampires in the inactive region are not in play and hence "not in the
game". Otherwise you could use her to transfer blood to vampires in the ash
heap and the crypt also, both of which don't make any sense.
2nd) for a vampire in play, blood is a measure of vitality, how much more
damage it can take etc. for an uncontrolled vampire in the inactive region,
the # of counters on said vampire is a measure of how close to dominating that
vampire you are. The two kinds of counters used are the same for convenience,
but make no mistake about it, blood on a vampire in the inactive region is not
the same as blood on a vampire in the active region.

No, uncontrolled vampires *are* in play. See rules section 11.1 (The
Playing Area). The playing area has three regions, active, inactive,
and torpor. The inactive region is where your uncontrolled vampires
are, and it is defined as being in play. The Crypt and Ash Heap,
however, are not part of this area, and are not 'in play'.

Contested vampires are "out of the game"
Uncontrolled vamps most certainly *are* in the game. witness:
Govern the Unaligned: move n blood to an younger uncontrolled vamp
The nth Tradition Accounting: move 3 blood to a younger uncontrolled vamp
(and one other).
I suppose I can't use these cards because it doesn't make sense to replace
the word "uncontrolled" with "burned"? Hrmph. I think I'll continue
playing the cards anyhow.

At the end of the influence phase, a vampire in your inactive
region with as many blood counters on it as its blood capacity
becomes controlled, is turned right-side up, and put into the
active region......
I assume that a vampire must be in the active region or torpor
to be considered in play.(ie. it came from the uncontrolled area
"into play" during the influence phase)

that has to do with an uncontrolled vampire?

Well, sub-heading aside, the actual text of the section you're quoting
only states that you move the vampire from one region to another, where
the regions are defined as part of the playing area from 11.1. The rules
conflict here, so I guess that we really need to let Tom and the rules
team tell us which is incorrect. Either 11.1 needs to be rewritten, or
12.4 needs a new subheading.
