LSJ - Joaquina Amaya and Jack of Both Sides

Tried to find the answer but couldn't. If Joaquina Amaya tried to use Jack of Both Sides to equip with a .44 Magnum, would she get her inbuilt +1 stealth on equip actions. I would say yes, as The Summonng at superior is a recruit ally action, but Charming Lobby isn't a political action (or at least isn't as far as we can make out from the wordings). The Charming Lobby action is a political action (card text).
