Rules: "Political card - worth one vote"

Well, it's always the way. Some new person enters the circle of players, and we discover that his previous circle interpreted things a bit differently. So, to the mighty Wizards: 1) Does Cryptic Rider enable the vampire calling the vote to "tack on" the new vote to the old one, or does this require a seperate minion? (In other words, if you only have one minion, can you still use Cryptic Rider? Is it an action or an action modifier?) 2) (and more seriously) we have so far been playing the political cards as exchangeable for votes by any methuselah, including the one whose minion is calling the vote. Along comes the new person, and points out that the rules (17.1, sentence 5, P39) say: "Additional political cards can also be used by any of the *other* Methuselahs for votes." Is this correct? More importantly, this what was intended? (I say this because it makes a Ventrue voter much harder to play, and completely buttfucks the weenie voter, which is relying on political cards to get additional votes.) More >importantly, this what was intended? This problem has been and will be source of endless dicussions in this newsgroup, but I think everywhere Jyhad is being played. The point is: the rulebook is not very clear abou this(even if some people say it is.. :)) and the official point (Tom) says you can use vote-pushing (that is, burning additional ploitical cards for votes also for the acting Meth; there has been an official RTR about this). The point is that many people here argue this makes one kind of deck (the weenie vote deck) too powerful and so there are house rules that say "one Meth one vote" (there are also other opinions out there, but I am summarizing). The official Torney rules have just destroyed (IMO) any kind of political deck by restricting to 2 per type all the direct-damage votes; KRC, CA, Ancilla empowerment and so on.
