Frederick blocks Goratrix.
Goratrix plays Weather Control.
Does Frederick have an opportunity to stick the bird back in his pants with
a SUP Pack Alpha to gain 1 strength, before the WC kicks in?
It seems like he does, since all the effects are pre-range, and the WC
damage to the Spy doesn't have to be handled until the very last moment of
the pre-range step.

Yes.

Not the right reasoning -- the WC damage is handled as soon as Goratrix
likes. But even then, there is the opportunity to use effects like Skin
of Night (or Pack Alpha) before handling damage.
