Right. You cannot play inctercept unless you need intercept, but
you are free to overshoot the need.

Yes, you are free to overshoot the need with stealth just as you
are with intercept. You can play superior Lost In Crowds even if
you only need 1 stealth. But, as Noal says, you cannot play stealth
unless you need stealth.
