I know there's no such thing as timing in this game, but the text on
special report says that its an oot master card and to untap the
vampire and attempt to block. Who says I need to play the SR during my
opponent's minion phase?
OOT master card description in the rulebook suggests that I can use
the OOT master card "Whenever appropriate". Implied by the card, its
appropriate for me whenever I want to use the thing to untap and
attempt to block. What if there's nothing to block? Then I'll settle
with the untap.
So now, I play SR during my opponent's master phase, and untap someone
with TEMPORIS and then play rewind time to counter their master
card... is this legit? and if not, I think "when appropriate" needs to
be reworded, or special report needs to be reworded.
Here's the relevant data.
"Special report" from mongor
Choose a ready vampire you control. That vampire untaps and attempts
to block. Once this action you may burn 1 pool to give that vampire +1
intercept.
"OOT masters" from the rule book
Out-of-turn: You may play an out-of-turn master card whenever
appropriate during another player's turn. Doing this counts against
your next master phase (see Master Phase, sec. 5). You may not play a
second out-of-turn card against the same master phase - you'll have to
wait until you square away the debt you owe on the first one. You
cannot play an out-of-turn master card on your own turn.

How is it appropriate to "attempt to block" when there's nothing to
attempt to block?

I believe it is illegal to attempt to block an action that you
cannot block (such as a D action not targeting you without
eagle's sight or that spiritus one).
So if there is nothing to attempt to block then it kinda
follows that it would be as impossible to attempt to block
nothing.

No. You would be blocking when there is no action, and gaining
intercept without needing it as a result.

No I would NOT be gaining intercept without needing it, as I decline
to pay the one pool.
SR is not a reaction card, so I don't see how I'm limited to playing
it only when my opponent's are taking actions.

As SR isn't a reaction card, I claim I can use it during my oponent's
turn, specifically during his master phase. It would be appropraite
for me to do so, as I'm going to be playing a rewind time to stop one
of his master cards.

Thank you. This does clear things up a bit (not that I was confused in
the first place, just trying to create loopholes).
However, it feels, as "this action" is delayed till the last sentence,
and that last sentence being a conditional one, that I can ignore that
last sentence, but of course I can.
I feel that OOT master cards should have a bit more clarity to them
than just "when appropriate".

But it's not appropriate to block, and therefore you can't use it to
untap, because you can't attempt to block. The phrasing "untap AND
attempt to block" is intentional.

You claim incorrectly -- and playing Rewind Time isn't attempting to
