Does it mean that all the weapons on ONE minion inflicts more damage or
all the
weapons on ALL minions inflicts more damage. If you carefully read the
card, it can be
interpreted both ways. Which one is the right one?

The latter.
Each weapon inflicts +1 damage if it's possesed by a minion you control.
Each weapon inflicts +1 damage if its possesor is controlled by you.
