No. The rules do not allow you to play multiple Master OOT's even if you have
ways of getting multiple master phases.
Anyway, there's no way to guarantee you'll still have Anson or the Parthenon
out by the time your next Master phase rolls around.

Although, as a friend pointed out to me the other night, you are
guaranteed two master phase actions if you use Syneosis' ability when
you play an out of turn master, as it will still be in effect even if
Syneosis is no longer ready on the next turn:

Independent: Synesios has 2 votes. You may pay a pool when you play a
Master: Out-of-Turn card to gain an extra Master Phase Action in your
next master phase. Synesios cannot use cards that require Celerity.
Scarce.
Though obviously this does not counter the 'one OoT master' rule, it
does give an assured second master phase action (which none of the
other 'master gainers' did).

Sure, you can use your master out-of-turn regardless of whether you'll have
another turn. But that's irrelevant. The point Halcyan 2 made was that the
extra MPA that you would lose for playing an extra out-of-turn master - which
is the alleged justification for playing that extra OOT - isn't guaranteed to
be there come your turn. The potential for being ousted exists either way,
but people who want to play a second OOT are assuming that two potential
MPAs = two allowable OOTs right now. He was just saying that a potential
MPA can go away by other means besides ousting.
