According to The Eternal Struggle Rule 17.1 on voteing:
Primogens, Princes, and Justicars provide additional votes for
political actions.
Is this in ADDITION to one vote for each Metheuselah, or are they without
their own votes??

Well, I'm not Tom, but I can answer it. Methuselahs do not get a vote
simply because they are Methuselahs. Remember, they are totally behind the
scenes, and the only way they can do anything is through minions. This
includes voting.

Players do not get votes simply for existing. They must get their votes
through cards, whether it be through titled vampires or through burning
political action cards or what. Remember that if nothing else, the player
calling a (non-bloodhunt) vote will get one vote for the political action
card used to call the vote in the first place.
