1. Certain cards require a vampire of a certain clan to be under
your control before you can 'use' a card. Now, does 'use' mean
initially play from your hand, or actually use it in play.
Example: I take control of my prey's Ventrue HQ. I do not have
any Ventrue under my control. Can I use the HQ to gain votes?
2. Can the hunting grounds give blood to vampires not of the
clan that is required in order to 'use' it? Example: Can
a Gangrel get the blood from a Warzone Hunting Ground?

Yes to both questions. once a clan specific card hits the board, unless it
says usable only by a specific clan (ie Malkavian Madness Network,
Chantry, Eco Terrorist, etc.) it is usable by any vampire. so a hunting
ground can benifit any vampire you control and ventrue headquarters will
give you 3 votes when you tap it.

It means to play the card from your hand.
