Yes. Catatonic Fear's damage is applied after combat ends (by errata).

(The same answer applies for Dawn Operation + Catatonic Fear).

No. The (D) action is over. The effect is to put the card on the vampire.
While a new Mind Rape card could not be put on the vampire (as that would
be the effect of a (D) action), the existing Mind Rape card on the Secured
vampire can and will be burned during the appropriate minion phase).
Mind Rape
Cardtype: Action
Cost: 2 blood
Discipline: Dominate
(D) Bleed with +2 bleed. (S) (D) Put this card on a younger vampire {and tap
that vampire. The vampire with this card does not untap as normal during his
controller's untap phase. During the acting vampire's controller's next
minion phase, he or she must burn this card to untap the vampire and take
control of the vampire until the end of his or her turn}.

The player to the right of the players whose turn it is (assuming it is
the first Reversal successfully called).

They change positions. Then the player whose turn it is finishes her
turn. Then the turn proceeds to the left as normal (unless a Reversal
of Fortunes has changed that).
