This is a bit complicated, and hard to manage, but it works pretty well:
First, you have to play a Tremere with a fame on him. There must also be
a Chantry in play. Next, you must get in combat with another vampire and
somehow let the other vampire inflict more damage at close range than
your tremere. The tremere also needs to have no blood on him after the
strike. Play a Pulled fangs from your hand on your own vampire. He goes
to torpor. Next round, he comes out with the chantry. Then he goes back
in as a result of the Pulled Fangs. Another 3 pool loss from Fame.
Pretty sick, huh?

Having no blood and being unable to hunt does not result in a vampire
going back to torpor - it simply results in them being 'stuck'; the only
allowable action they can do (hunting because they are at 0 blood) is not
allowed (because of Pulled Fangs), so this vampire simply stays in a
permanent loop until someone sends it back to Torpor or manages to give
it blood (Blood Doll, Hunting Ground, Gird Minions, etc.)

Except in the case (this case) of Pulled Fangs. Pulled Fangs sends a vampire
who would otherwise have to hunt to topor (card text). The example is
correct. (But, since it requires a three-card play, one of which must come
from another Methuselah, it would be rare).

Actually, I think it's part of the text of pulled fangs that it sends
them to torpor if they must hunt...I would go look but I'm too durn lazy

Except for that little line about (I don't have the card on me) "if the
vampire is required to hunt it instead goes into torpor"
