Further, if its conditionality prevents it from being considered such,
is it because it might not pass, and therefore is a successful action
which did not move blood to the uncontrolled region? Or is it because
there might not be any vampires in the uncontrolled region of capacity

Like directability, the fact that it is a referendum is the breaking
point.
So it is still at the normal stealth, unaffected by Blood Cult
Awareness Network.

Perhaps. But just the referendum part (even if it is set to pass
automatically) is sufficient.
