LSJ: Is Honor the Elders an action which moves blood to the uncontrolled region, and therefore at -1 stealth? Or does its conditionality stop it from being considered as such? Further, if its conditionality prevents it from being considered such, is it because it might not pass, and therefore is a successful action which did not move blood to the uncontrolled region? Or is it because there might not be any vampires in the uncontrolled region of capacity >7? Perhaps either would be reason enough. -- Brian

But just the referendum part (even if it is set to pass automatically) is sufficient.
