Delaying Tactics and Allies

The new printing of Delaying Tactics does not have the line All Kindred in it, so can allies use it? Robert Scythe

I had a feeling that this would be the case (hence the question) however, if the Herald of Topheth reacts to a referendum by playing Treachery ( and is considered a vampire through to the resolution of the card) wouldn't he be eligible to play Delaying Tactics or Surprise Influence during that time?
