(LSJ) Faceless Night vs Delaying Tactics

Can a vampire who attempted to block a political action, but failed and was tapped by a Faceless Night, play a Delaying Tactics, or does the Faceless Night tap him before he has a chance to play DT? My guess is that Faceless beats DT.
