Yes, if it is announced as such when the action is announced.

The controller of the acting minion makes all decisions
about the action. The only way for the vampire to stay
in torpor is if its controller (or someone else) blocks.
The acting minion's controller may choose to have the
rescuee pay any or all of the cost of the rescue.
Who will pay what part of the cost is announced when
the action is announced.
