Correct. An action is not directed until the target is declared. If the target is another Methuselah (or something she controls), then the action is directed. If not, it is undirected. The only way for the vampire to stay in torpor is if its controller (or someone else) blocks. The acting minion's controller may choose to have the rescuee pay any or all of the cost of the rescue.
