Voter Captivation and Praxis Seizure: Berlin

I had a look around google, but couldn't seem to answer the following If a Ventrue succesfull calls Praxis Seizure: Berlin, and then plays Voter Captivation, is he able to fill up the increase in capacity, or does he get that after Voter Cap resolves. When we played this, I ruled that he would increase first, as the vote is successful, and then he would fill up. It i important for one of my players decks, and he wants to be able to lay it in a future tourney. I would say you ruled pretty well there. *************** Card Text: Only usable after a successful referendum. The acting vampire gains X blood from the blood bank, where X is the number of votes the referendum passed by. As above, but up to 2 of those blood counters go to your pool instead of this vampire. **************** The referendum has been successful therefore the vote has passed and the chosen Ventrue's cap has increased and has the new title **then** you play Voter Cap and allocate the blood/pool gain as you see fit.
