Yes to both of these. Anson essentially allows a full second action during
your master phase. Remember that if you use an out-of-turn master card
you're burning your next master *phase*, not your next master *action*,
so Anson won't allow you to still use a master action during your next
turn, or to use two out-of-turn masters between turns.
