Usually, any action can be blocked by your prey (First chance) or your
predator (second chance). A (D) action can only be blocked by the
target - so a Hacking Bleed can only be aimed at your prey, and only
your prey can block it.

Sure there is. Read the rules on diablerie again. If your vampire is in
torpor, and I can send one of my guys in there sucessfully, my guy gets his gun
and drags him into the sun. Plus gets a skill card if the unfortunate victim
happened to be older.
